In August 2017 the UN disability committee brought out a “General Comment” on Article 19 of the UN Convention on the Rights of Persons with Disabilities.

The UN Convention on the Rights of Persons with Disabilities is an international human rights treaty that aims to protect the rights of Disabled people. The UK Government is signed up to it but the Convention is not written into UK law. However, lawyers can refer to what it says in court to support legal cases being taken under points that are in UK law.

A General Comment sets out how to understand what a human rights treaty says on different issues.

This General Comment sets out how to understand Article 19 of the Convention. Article 19 is about the right to living independently and being included in the community.

This paper provides a summary of some of the points made by the UN disability committee focusing on institutional care and treatment of people with learning difficulties.

UN Convention on the Rights of Persons with Disabilities (UNCRPD): this is an agreement written by the United Nations about Disabled people’s rights

In this this paper we have used the wording Deaf and Disabled people rather ‘persons with disabilities,’ used by the UN Committee.
