Inclusion London responded to the Work and Pensions Select Committee’s Inquiry into Welfare to Work.  The full response is available to download below.

The key points of our response are summarised below:

Summary

  • The Work Programme’s/Work Choice’s payment by results and prime provider contracts is failing Deaf and Disabled people.
  • Local user led Deaf and Disabled people’s Organisations who have the necessary expertise in supporting Disabled people into employment are too small to access national employment funding based on large contracts and payment by results.
  • Contracts need to be flexible so providers can give support that is tailored to a particular Deaf or Disabled person’s needs.
  • Government funding needs is available for the intensive, long-term support needed by Deaf and Disabled people.
  • Government funding needs to be available for small, local user led Deaf and Disabled people’s organisations who have the necessary expertise.
  • A  support model for Deaf and Disabled people needs to include:
    • Effective engagement with local employers.
    • A personalised approach which looks holistically at Deaf and Disabled people’s needs.
    • Specialist employment coaching with intensive support, which can last for longer periods of time than in mainstream approaches and include in work support.
